✫ SIZE-SHIFTING.
Uncle Sam is able to both shrink and expand his physical form, from the size of a doll to the size of a mountain (something of that will never happen inside the City, for obvious reasons. Like, massacre reasons.) No matter what size he does take, though, his strength is always that of a giant—something that he self-limits, since he’s not especially fond of murder—his reflexes are rather quick, and he’s extremely hardy. Of course, he can still die, and does. Relatively often. In canon, this ability grows and wanes with the status of the nation. Considering that the game focuses on the City, not America, this will be cropped out in favor of a stable state.

✫ ACCESS TO THE AMERICAN HEARTLAND.
He can teleport himself and others to and from his own little realm, a piece of America frozen at 1789. This place is idyllic and mostly under his control, where he looks and feels far more young here. Basically, he’ll chill and occasionally bring people to this place to talk to. He cannot, however, teleport himself when he’s in a dangerous situation.

✫ CONNECTION TO AMERICA’S SPIRIT.
Uncle Sam is literally the physically manifested form of the American Spirit. That is, he is literally the collected vision, dreams, fears, needs and hopes of Americans. He is the man-made idea of America and in that sense, he is rather powerful. He is not a man, not a supernatural being, not magical, but a living entity. (That is to say he's not America, but a symbol linked to the thoughts of its people.)

That means that he’s usually aware of what’s going on in America all at once (with exceptions, as he either overlooks something or something shields itself from him.) He’s also aware of the inner patriotism somebody holds, the feelings they hold for their nation and the memories they hold relating to America. By that extent, he sometimes knows of their other feelings and motivations, but that’s generally only from people who are dedicated to improving or destroying America’s vision. Basically: the history of the America’s land and the minds of America’s people speak to him. He’s an infomod.

This connection also allows him to speak in people’s minds—so long as they, of course, hold some American spirit—and pull them to locations, though generally people don’t take kindly to that weird voice in their head telling them what to do.

SO, WHERE YOU GUYS COME IN:

While I'll be contacting you guys a lot, I'll still be assuming that this guy can see a lot of what they're doing and who they are. This is why this permissisons post is super vital for me and you in the case your character can ward him off!

UHM BASICALLY just comment here if your character has certain powers (say, magic or otherwise!) that will leave Sam in the dark about them, and if they're going to use them! OTHERWISE, leaving details about the character's patriotism/contribution to the country/whatever events you find pertinent would be very helpful to me!

AND WITH FOREIGNERS Uncle Sam generally knows what they're doing, but usually unless they start visualizing the american dream he isn't at all in their heads and thoughts! That means, due to his connection to the land he might catch a glimpse of what they're doing, but doesn't know what's actually in their heads, unlike Americans/people who contribute to the dream.
